The reason why the Nomura plagues the seas is that for some reason its population has exploded far beyond what it normal has been for centuries. There is nothing NATURAL about it. One could argue it's man made meddling, who knows, but that is not inaccurate to call them a 'plague'. “Whom the Intruder within its natural habitat”?
